Capacitor implementation#73

Allow players to construct railguns, which will be large weapons that can fire projectiles at absurd speeds. The projectile will do damage to everything in a line up to a point

This includes the capacitor/laser turret rework btw. Capacitors and laser turrets are currently done. Working on getting all the railgun stuff in now
