Tip/Instructions by icon instead of popup#71

Discords new experience for new users seems like rather excellent user interface design to me and might be helpful for many of the issues that boil down to players not receiving needed information at an appropriate time.

The new experience is thus:

Instead of shoving a popup in new users faces, Discord places a very visible (yellow orange) but otherwise not too obtrusive circle and exclamation point near a feature they wish the new user to know about.

The user can then themselves click on this circle or exclamation point in their own time when they feel ready to engage with it.

They can still use the feature near the exclamation point and circle without the text box popping up.
